Municipality of Gdansk announces a competition entitled: “Architectural Competition for the Conceptual Design of the European Solidarity Centreâ€.
- This competition, organised under the one-stage procedure, is an international architectural contest for the architectural conceptual design of the ESC. The competition shall qualify the winners to compete for the public procurement contract for the preparation of the ESC design documentation.
- Eligible for participation in the competition are any persons who meet the following conditions; a) are natural persons holding the construction industry unrestricted licence issued under the law of the state they operate in, to produce architectural designs, or legal persons and organisational units with no personality at law, which use the services of natural persons holding the construction industry unrestricted licence to produce architectural designs in accordance with the law of the state they operate in. (In the case of design teams the licence requirement must be met by at least one of the joint participants in the competition) b) have at their disposal the personnel who, in accordance with the laws valid in the Republic of Poland, are authorised to produce design documentation for the purpose of obtaining the decision to approve the construction design and issue the building permit; those persons will place their signatures on the ESC design documentation in the event the Participant is awarded the contract to prepare the documentation c) have produced at least one design of a multifunctional public utility building the total area of which is no less than 10 000 m2 over the period of the last three years counting from the competition notice date (In the case of design teams the licence requirement must be met by at least one of the joint participants in the competition) d) have at their disposal the technical potential which renders them capable of producing the design to be entered for the competition and afterwards, in the event their concept is selected, of performing the contract for the preparation of the ESC design documentation, including the authors’ supervision at the investment implementation stage e) are in an economic and financial situation which ensures they can produce the design to be entered for the competition and, in the event their concept is selected, perform the contract for the preparation of the ESC design documentation, including the authors’ supervision at the investment implementation stage f) are not liable to exclusion from this procedure or the subsequent public contract award procedure.
- The evaluation criteria applicable to the competition entries and their weights: a) originality and aesthetic values of the ESC building b) value of the functional and spatial solution c) innovative nature of the design d) value of the materials and structural aspects of the design e) the concept of developing the square in the immediate vicinity of the building and its consistency with the proposed architectural solution f) the aggregate cost of erecting the designed building, ensuing from the competition entry The criteria listed under letters a) to d) rank pari passu, carry an equal weight, and account for 90% of the score. The criteria listed under letters e) and f) are auxiliary in nature, and their share in the total score is 5% each.
- The Rules of Procedure, and the background materials for the designing process, including a DVD disc, can be collected in person at the Organiser’s main address, City Hall, room 127, or received on written request sent by post to the Gdansk City Hall, room 127, ul. Nowe Ogrody 8/12, 80-803 Gdansk, by fax to: +48 58 32-36-481, or e-mail to the following address: [email protected] Once the request for admission to the competition has been placed with the Competition Secretary, the Organiser will send the Rules of Procedure and the DVD disc to the address indicated in the Request. No fee is charged for the Rules of Procedure.
- The requests for admission to the competition should be submitted in person or via the post or courier mail at the address of the Competition Secretary given below, on or before 16 July 2007, 16:00 hours.
- The participants admitted to the competition should submit their entries on or before 4 December 2007, 16:00 hours, just like the request above.
- Irrespective of the invitation of at least two authors of the highest assessed competition entries to contract negotiations under the single-source procurement procedure, the Organiser reserves the pool of PLN 1 000 000 for pecuniary prizes and distinctions First prize – PLN 350 000 Second prize – PLN 250 000 Third Prize – PLN 150 000 Distinctions- 5 distinctions, PLN 50 000 each In the event no prize is awarded, or any one of the prizes is not awarded, or several ex equo prizes are awarded, the Organiser reserves the right to opt for a different distribution of the prizes and distinctions within the reserved pecuniary pool.

Competition for the Architectural Concept of the European Solidarity Centre in Gdańsk
Gdańsk of August 1980 became the cradle of Solidarity – the movement which led to the downfall of communism. Solidarity transformed the face of the world towards the end of the 20th century and laid the foundation of united contemporary Europe. Gdańsk will mark the 30th anniversary of the events of August 1980 by erecting the European Solidarity Centre (ESC).
Therefore, on 14 May 2007, an international competition for the architectural concept of the ESC has been announced. Its outcomes will include the selection of the Centre design team which will be commissioned to prepare technical documentation.
We invite all chartered architects to take part in our competition.
