The site is part of The Carbon Challenge. The Carbon Challenge is a UK Government initiative delivered by English Partnerships to accelerate the development industry’s response to climate change. It aspires to deliver several Code for Sustainable Homes level 6 housing developments in diverse locations in partnership with a range of different developers. The key objective is to raise the environmental performance of new housing while seeking cost efficiency, climate change adaptation, exceptional high quality place making resulting in sustainable communities. The Carbon Challenge will help to equip the development industry with the skills and technology needed to meet the 10 year environmental goals being set by the UK Government for new housing development. In particular, it will act as a testing ground for the UK Government’s Code for Sustainable Homes at the highest level, future building regulation reform and the new Planning Policy Statement on climate change. The Hanham Hall site is the first development opportunity to be brought to the market under the Carbon Challenge. With the aspiration to secure an exemplar, high quality residential development, English Partnerships (EP) is seeking to appoint a lead partner to develop the Residential led, mixed-use scheme on the site which incorporates a Grade II* listed former hospital. The resulting development will include commercial elements produced to BREEAM Excellent, new homes to level 6 of the Code for Sustainable Homes, and refurbishment and conversion of the Grade II* listed building to the maximum environmental performance permitted. EP will seek to include shared ownership (Open Market New Build Homebuy) and the First Time Buyers Initiative (FTBI) and bidder’s response to these products will form part of the selection criteria throughout the process.
