The main objective of the competition is to find an outstanding design and spatial solution for the competition area that will take into account ground conditions, location of different functions and buildings (henceforth conceptual design, competition entry) and at the same time to find a person, from whom the Main Organizer will be able to commission further spatial planning based on the winning entry.
As a procurement, it is a design competition as specified in the Public Procurement Act of the Republic of Estonia 79 (1), the objective being to find the best spatial plan for the Tamula lakeside area and to enter into procurement contract negotiations for services with the author of the winning design.
The wish of the Main Organizer is to design an attractive city center that would bring activity to the Tamula lakeside area and transform it into an important destination for local people as well as tourist.
Participant of the competition or tenderer must be a member of an union of architects or a member of a relevant professional association of EU countries, European Economic Area States or countries which have joined the public procurement agreement of the World Trade Organization, or hold architect’s qualification within the meaning of Professions Act or the relevant regulation of EU countries, European Economic Area States or countries which have joined the public procurement agreement of the World Trade Organization.
