LACUL MORII PARK

The Order of Architects in Romania (OAR), in partnership with the Bucharest Territorial Branch of OAR and the Contracting Authority – The City Hall of Sector 6, Bucharest, are glad to announce the official launch of the „Lacul Morii” International Design Competition.

The purpose of this competition is to select, in order to award the design contract, the best project for the new „Lacul Morii” (Lake Morii) Park in Bucharest.

 

PROJECT OBJECTIVES

Lacul Morii (Lake Morii) represents a relatively recent hydrological development, being a reservoir resulting from the flooding of a marshy area at the entrance of the Dâmbovița River in Bucharest – an area partially occupied in the past by a traditional, impoverished tissue, typical of the city margins. The area was minimally landscaped and, except for some technical and infrastructural investments, in the years after 1989 it did not benefit from major interventions to enhance its natural recreational potential. In addition, due to the lack of investment, the existing facilities have deteriorated. The main objective of the competition is the landscaping of the lakeshore and the promotion of recreational, social, cultural, and sporting activities, which mediate the relationship between the lake, the existing public spaces, and the surrounding built-up areas, as well as the accessibility and links between them. The whole area needs to be developed in a coherent, integrated way, in accordance with its potential and given back to the community.

The competition requires (1) a project for the implementation area that will be the subject of the design contract and (2) a conceptual proposal for the study area, in which the proposed design is integrated, in a systemic approach, to ensure the coherence of the intervention in relation to the neighborhood and the city.

The Contracting Authority of the competition is The City Hall of Sector 6, Bucharest, the beneficiary of the project which will be contracted following the competition.

The competition is organized by the Romanian Order of Architects (OAR), in accordance with the OAR Good Practices Guide for Design Competitions (edited in Romanian – Ghidul de bune practici în organizarea concursurilor de soluții OAR, rev. 2022), in compliance with the provisions of the legislation in force regarding the award of public procurement contracts. The Design Competition is a public, single-stage competition, open to Romania, all countries of the European Union, of the European Economic Area, and to the Swiss Confederation. The design competition is organized as an independent procedure, in accordance with art. 105 letter a) of Law no. 98/2016 regarding public procurement, and subsequently, pursuant to provisions under art. 104 para. (7) of the same law, the design services contract is to be awarded to the winner of the competition, following a negotiation procedure without prior publication of a participation announcement.
