Open international competition for the development of a master plan for scientific and technological districts of Sirius Federal Territory

Goal

Selection of the best master plan through a professional competition.

Participants

Any legal entities/individual entrepreneurs or consortiums of legal entities/individual entrepreneurs may participate in the competition.

The tender participant may be any legal entity, individual entrepreneur or consortium of legal entities, individual entrepreneurs registered in the Russian Federation in accordance with the procedure established by the legislation of the Russian Federation. Foreign companies can take part in the competition as part of a consortium with Russian legal entities.

The competition is held in 2 stages. In the first phase, applicants apply as part of a portfolio of projects and essays; the jury selects 3 finalists of the competition. At the second stage, the finalists of the competition develop competitive proposals; the jury evaluates and determines the winner of the competition.

Tender documentation is provided in Russian and English.

 Format

Open, International, Two-stage

 Participants

Professional organizations in the field of integrated development of territories and urban planning, master planning, architecture and design are invited to participate, capable of attracting specialists in the field of economics, finance, content programming to the team.

 Jury

The Jury will include representatives of the Customer, executive authorities, authoritative and professional specialists in the field of urban planning and urban planning, architecture and economics.

 Finalists

The finalist of the competition is the participant (or consortium), whose application was assigned from the 1st to the 3rd place in the rating by the decision of the first meeting of the jury. Competitive offers are developed by 3 finalists.

Territory

After the end of the XXII Winter Olympic Games, President of the Russian Federation Vladimir Putin proposed to form a center for the selection and in-depth training of talented children in the fields of natural sciences, art and sports on the basis of the Olympic infrastructure. This is how the Sirius Educational Center appeared, where the best students from all over the country, as well as their teachers and mentors, study all year round.

The Sirius Educational Center, established in 2015, has become a key link in the national system of support for talented children in all regions of the Russian Federation, and a guideline for determining modern standards for schools with in-depth teaching of certain subjects. The range of Sirius tasks was constantly expanding, and the number of projects was increasing.

On December 22, 2020, the first federal territory in Russia was created to implement them. Its tasks were the preservation and development of the Olympic, natural, and cultural heritage, the introduction of standards in the educational, scientific, cultural, and sports fields and their scaling throughout the country, and the discovery of talents of all ages in the interests of Russia and each of its inhabitants.

Today, the federal territory is successfully developing an Educational Center and the Presidential Lyceum, a University and College attached to it, an Innovative scientific and technological center, cultural and sports infrastructure.

The Sirius ecosystem combines the best of government structures and corporate practices. Thanks to the experimental legal regime, breakthrough projects are being created here to solve the most important tasks facing Russia, which would be impossible to implement in other regions of the country.

The master plan development area consists of two innovative sites. The area of the first site is 19.4 hectares. It is located in the western part of Sirius and provides for the development of a medical cluster. The area of the second one is 23.1 hectares. It is located in the east of the federal territory and is integrated with the student campus, the second stage of which is being designed.

Prize pool

All finalists (second stage) before the start of work on the final competitive offers are paid a fixed remuneration - 4,000,000 rubles

Total prize fund — 22 000 000 rubles
