Yilong Futuristic City International Design Competition

1. BACKGROUND

City is the habitant for human. However, with global urbanization going on, city problems have been arising ever more, such as air pollution, water source shortage, traffic congestion, worse public security and urban homogenization. Decision-makers and citizens begin to reflect: can cities bear our simple and magnificent dream of a better life? where is the future of city? and where is the future of human beings? Nowadays, Chinese urbanization is progressing in a more rational way. Competition focus in many cities has changed from scale which based on low public service cost to utility which based on high specificity. Urban pattern is changing. During this process, future city has embodied infinite possibilities.

Yilong District is the most promising area in Guizhou, China, and its core area-Qiushui Lake is facing a revolution in urban design, which is also an opportunity to build a futuristic city from scratch. With Qiushui lake area as design objective, this competition is looking for a futuristic and sustainable new city which designed for Yilong. The Yilong Futuristic City International Design Competition is organized by Yilong District Management Committee and CBC (China Building Centre), sponsored by Guizhou Louna Architects Commune Cultural Development Co. Ltd, and media supported by Urban Environment Design (UED) Magazine. Taking the competition as a platform, Yilong Cup will invite international top urban design experts as jury members, aiming at soliciting urban design proposals for futuristic city worldwide. The winning projects are expected to be implemented.

2. BRIEF INTRODUCTION OF YILONG DISTRICT

Yilong District was established in June 2013. It is located in the joint part of Xingyi city, Xingren county and Anlong county. Meanwhile, Yilong is an important commercial distribution center and trade center of Guizhou, Yunnan and Guangxi provinces. It administers nine towns and two provincial economic development zones, 1258.5 sq km of land area, 236 sp km of planning control area, current population 339,600, planned population 800,000. Yilong is positioned as an International Eco-smart City and a new state-level industrial park with output value of 100 billion Yuan.

3. THEME OF THE COMPETITION AND INTERPRETATION

Oriental Landscape and Futuristic City

In the era of globalization, small-mid size cities are the engine of local development, and the potential core habitat residence. The urbanization of Chinese Midwest cities are crucial to the development of a balanced city network of China. In such scenario, we are confronted with many emerging challenges such as climate change, population migration, energy crisis, inheriting regional characters, etc., which demands development of new innovative and adaptive urban approach and more complex urban morphology. Thus, this competition is intended to initiate a conversation on the modern city life founded on nature, involving topics such as local vs global, tradition vs future, Eastern vs Western, landscape vs city, nature vs living habitat, preservation vs development, intention vs reality. The unique mountainous landscape of Guizhou has its own regionalism characters, that inspired many poets to write down grandeur and sensational lines. The competition is focusing on the new relationship between the local typical Chinese landscape and the development required for the future city, the connection between the nostalgia of traditional landscape vs modern way of living, with the foresight of globalization in local regional development.

4. INTRODUCTION OF YILONG DISTRICT

Yilong District is founded on the unique Karst Land form. Due to the mild and humid climate and constant erosion of water, the local landscape has unique features from natural erosion and dissolving limestone. There are extensive and complicated underground water network, vulnerable to soil loss and stony desertification. As the human is conquering an increasing amount of natural territory, conflict is emerging. There is an increasing need for construction site, and pressure on the preservation of typical agriculture land. The area has an extremely fragile and sensitive ecosystem. As the core of southwestern China, it is a mountainous region with many small cities and different ethnical minority groups co-living together. Also, it serves as the connection between the southwestern border and the in-land China. Nowadays, the enclosed cities from the agriculture era is arriving at its end, and the city with its global awareness for the future is arriving. How would the development of future cities accommodate the natural landscape, regional culture and diverse characteristics?

The winning projects are expected to be implemented, and detailed proposal is in accordance with the determination of local government. Detailed design proposal and construction cost are not included in the reward.

8. PROCESS

1)       This is a fair competition to all the design companies, individual designers, and students in architecture, landscape, and urban planning.

2)       Log on the competition website http://futuristiccity.uedmagazine.net, click “Registration” and fill in the information.

3)       Registration Deadline: 20 October 2017.

4)       All participants are required to submit digital files, including drawing and other information to [email protected] before Nov15, 2017. Please fill in the email subject in the form of “Competition Registration + Name”.The competition committee does not accept any hardcopy. All the proposals will be printed and displayed together.

5)       With the aid of the competition organization committee, the jury reviews the projects and determines the prize-winning projects.

6)       Prize winning projects will be officially announced by December 2017.

8)       Team leader is the only contact person with organization committee.

9. SUBMISSION REQUIREMENTS

1)       Please submit the digital version of drawings and related documents to [email protected].

2)       Language: English (Title and main project description should include English). Mainland China participants can provide Chinese and English drawings; China Hong Kong, Macao and Taiwan and international participants can provide English drawings.

3)       Scale and dimensions must be in metric units.

4)       Design drawings:

A.      A1 (594mm * 841mm) panel in vertical version. Each work could compose 3 drawings at most, and only first 3 drawings will be considered if more drawings are submitted.The drawing should include site-plan that can fully express the design intention; plans, elevations and sections especially of key spots; perspective drawing, illustrationsand a design description of about 500 words (to be integrated in the pictures and drawings). There is no limitation on proportion and ways of presentation.

B.       Booklet in A3 size (420mm*297mm),no more than 20 pages.

C.       Supplementary documents (like model photos and videos) if necessary.

5)       Documents: Recognizable scanned copy of passport and student card should be attached in the e-mail. Participants are responsible for the authenticity of the documents.A TXT document must be attached in the e-mails of the submission, which include participants' name, registration number, e-mail address, mobile phone number, name and contact information of the advisor (if any), the full name of the school and department or full name of the design company, title of the proposal and a brief design description.

6)       Drawing layout:

A.      Please use Indesign as layout software (please follow design drawing requirements), and output file of Indesign is required (including "links").

B.       For participants could not use Indesign, please provide a sorted file named after designer's name, which consists of all the images used in the layout (300 dpi, long side is more than 1500 pixels) and text (txt). Images should name after content (e.g. first floor plan1).

10. PARTICIPATION REQUIREMENTS

1)       Individual participants and groups must agree with and follow the competition requirements and regulations. The organizing committee reserves its right of final interpretation.

2)       Any words or pictures relating to the name or department of participants are not allowed in the digital drawings, otherwise the participants will be disqualified from the competition.

3)       All entries are accepted with the explicit free right of publication, reproduction, and promotional use by competition organizers and sponsors without need for further approvals.

4)       Implementation opportunity is finally decided by the investment plan and approval process of the Yilong District Management Committee. In the event when project is implemented, a separate agreement between the Yilong District Management Committee and the design team need to be signed.

5)       Works that have been submitted to other competitions, published on other public occasions or adopt design ideas of others will be disqualified from the competition.

6)       Juries cannot act as advisors to participants, otherwise participants will be disqualified from the competition.
