3. Project Overview
On August 18, 2019, the Opinions of the CPC Central Committee and the State Council on Supporting Shenzhen in Building a Pilot Demonstration Area of Socialism with Chinese Characteristics was officially promulgated, in which, Shenzhen’s strategic positions are identified as a high-quality development highland, a model city ruled by law, a model city in civilization, a model of the people’s livelihood and a pioneer of sustainable development. In line with the construction standards for an international first-rate city, Longhua District is improving its urban functions to be a trailblazer in the construction of a pilot demonstration area of socialism with Chinese characteristics, and to walk in the front of creating a model city supporting the reinforcement of a modern country with socialism.
As the construction of Guangdong-Hong Kong-Macao Greater Bay Area is under progress, and Guangdong-Shenzhen-Hong Kong High-speed Railway is opened to the public, Shenzhen North Station CBD in Longhua District is provided with a rare development opportunity and shoulders the strategic missions of a new hub city of high-speed railway in the Greater Bay Area, a city portal for Shenzhen and Hong Kong to influencing the inland, an international lounge with global influence, and a modern multifunctional urban center. By benchmarking against the standards in buildingan internationally advanced city, developers in Longhua District will sustainably improve the urban construction level and management capacity with global vision, strategic insights and awareness of high-quality products, so as to fully exhibit the image of a modern downtown at international first tier. In the report read on the 3rd Congress of Party Representatives of the 1st CPC Longhua District Committee, the requirement of International Planning and Design Competition for the Slow Traffic System of Hongshan Cross-railway Section in Shenzhen North Station CBD was put forward.
Being split by multiple regional traffic corridors, Shenzhen North Station CBD is severely compromised in terms of city image, functional layout, and quality of life for local residents. New proposals, including improvement of transportation facilities to reinforce the urban functions and the construction of a uninterrupted slow traffic system, were mentioned in several key research reports, such as the International Consultation Results of the Landscape Planning and Design for the Green Valley in Shenzhen North Station CBD, Study on the Planning and Design of Air Corridor System in Shenzhen North Station CBD and Study on Upper Development of High-speed Railway in Shenzhen North Station CBD. As a key node connecting Hongshan Cultural Area and Hongmu Mountain Suburb Park, Hongshan Cross-railway Section connects the spaces on both sides of the high-speed railway by additional cross-railway corridors and weather-proof corridors, and suturing the “fractures” on both sides of the railway tracks to enhance the accessibility between the mountains and the city.
In such a context, the International Planning and Design Competition for the Slow Traffic System of Hongshan Cross-railway Section in Shenzhen North Station CBD, a program hosted by the People’s Government of Longhua District, Shenzhen, and jointly undertaken by Shenzhen Longhua District Construction and Promotion Center for Major Regions, Longhua District Urban Administration and Law Enforcement Bureau of Shenzhen Municipality, and Government Investment Projects Preliminary Work Management Center of Shenzhen Longhua District (Rail Transit Construction Management Center), is carried out to facilitate Shenzhen North Station CBD in improving the international environmental quality and city image of Shenzhen.
4. Competition Scope
The International Competition covers two (2) levels, which are the planning research scope and the planning design scope.
The planning research scope: about 123.9 ha., including the area enclosed by Fulong Avenue, Longhua Renmin Road, Green Valley Park, Minbao Road, and the First-class Drinking Water Protection Line of Changlingpi Reservoir, and contains Hongshan School under planning, Xinhua Hospital, LongguangJiuzuan, Longhua Library and Arts Museum, Hongshan 6979, Huaye Rosy Community and surrounding residential areas, Green Valley Park, and Hongmu Mountain Eco-area, etc.
The planning design scope: about 28.4 ha., extending to Fulong Avenue in the west, the greenbelt of Guangdong-Shenzhen High-speed Railway and Minwang Street in the north, the planning road for Xinhua Hospital and the First-class Drinking Water Protection Line of Changlingpi Reservoir in the south, New District Avenue and Changshun Road in the east, and contains the site preliminarily selected for the cross-railway corridor bridge, Plot 05-02, Plot 05-06 for the Cultural Park, the Hongmu Mountain Eco-area and part of the railway area.
5. Basic Rules
There will be three stages, namely, "the Stage of Pre-qualification", "the Stage of Design Competition" and "the Stage of Integration and Deepening of Deliverables" in this International Competition. At the stage of pre-qualification, five (5) design firms will be selected to issue the Invitation to Draft the Design Scheme according to the application documents (including commercial documents and project technical ideas) submitted by applicants (at the same time, two [2] alternatives will be selected; in case any invited firm quits, they can take its place in order). At the stage of design competition, five (5) invited firms will submit their deliverables, and after the experts' review and final selection, the top three will be selected and ranked accordingly. At the stage of integration and deepening of deliverables, the first-prize winner shall integrate and optimize these deliverables at the competition stage into a formal design scheme (excluding the design development and construction design but can offer guidance for the next-stage design) according to the experts' review comments and the Organizer’s requirements, and organize two [2] workshops as well. The design firms who ranked second and third shall arrange the key designers to attend these two [2] workshops organized by the first-prize winner.
Within five (5) days after the pre-qualification result is announced, those registered design firms that have met the registration requirements but haven't received the Invitation can submit the Confirmation Letter of Participation to the organizers to confirm their participation in the design competition. If their schemes meet the requirements set in the design brief, the can take part in the review. Except for the design compensation, they will enjoy equal opportunity to win the bonus and get the design commission as the rest invited firms.

7. Eligibility
Applicants are not required to have domestic design qualifications of PRC for this International Competition. All design firms home and abroad can apply, while the relevant qualification should meet the current requirements of the practice areas where the applicant's HQ is located.
Under the same conditions, design firms with following similar project experience will enjoy certain priority:
1) Rich practical experience in slow-traffic system planning and design with successful cases;
2) Rich experience in creating public landscape and environment with successful cases;
3) Rich practical experience in designing municipal and ecological landscape bridge projects with successful cases;
4) Design experience in cross-railway projects.
Designers involved in this International Competition must be the current staff members of the registered design firm. The chief designer must have experience of directing a number of similar design projects, and must be involved in the whole competition process. At least one personnel with proficient Chinese language skills shall be included in order to make sure the project team of foreign design firms has a correct understanding of the background of China and relevant requirements. The International Competition will accept the registration of design firms or consortiums (which shall not be more than three [3] parties) that meet above requirements. Registration by individuals will not be accepted.
8. Fees
After the final evaluation result of this International Competition announced, the five [5] invited firms, who have passed pre-qualification and whose submittals have been evaluated as qualified, can win corresponding bonus fees according to the final ranking. The details are as follows:
The first-prize winner can win RMB Two Million Two Hundred Thousand Yuan (¥2,200,000), including the bonus of RMB Nine Hundred Thousand Yuan (¥900,000), design compensation of RMB Three Hundred Thousand Yuan (¥300,000) and integration and deepening fees of RMB One Million Yuan (¥1,000,000);
The second-prize winner can win RMB Eight Hundred Thousand Yuan (¥800,000), including the bonus of RMB Five Hundred Thousand Yuan (¥500,000) and design compensation of RMB Three Hundred Thousand Yuan (¥300,000);
The third-prize winner can win RMB Five Hundred Thousand Yuan (¥500,000), including the bonus of RMB Two Hundred Thousand Yuan (¥200,000) and design compensation of RMB Three Hundred Thousand Yuan (¥300,000);
For the other two [2] invited firms that are not ranked top three, each can receive RMB Three Hundred Thousand Yuan (¥300,000) as design compensation.
The first-prize winner shall integrate and optimize these deliverables at the competition stage into a formal design scheme (excluding the design development and construction design but can instruct the next-stage design) according to the experts' review comments and the Organizer’s requirements, and organize two [2] workshops as well; the design firms who ranked second and third shall arrange the key designers to attend these two [2] workshops organized by the first-prize winner, and the Organizer won't pay any additional fees.
