Taizhou Jiaojiang River South Bank Regional Planning and Core Area Detailed Urban Design International Competition

Preface

Taizhou, located in the central golden coast of China and the middle coastal area of Zhejiang Province, is a modern city seated against the mountains and facing the sea.

Jiaojiang River South Bank, , located in the new capital city of Taizhou, Jiaojiang District, at the inlet of Jiaojiang River, the mother river of Taizhou, to the sea, is an area where the ocean, Jiaojiang River, mountains and city culture shine together.

This piece of land is the area with the most complete elements and the most concentrated historical and cultural resources of Taizhou's "Mountain and Sea City", and has the unique advantages and resource endowment of Taizhou city.

With the development of the times, Jiaojiang River South Bank will shift from outward expansion to high-quality development, promote the "second urbanization" of Taizhou, promote the transformation of Jiaojiang Riverside from an industrial “rust” belt to a living “show” belt. Revitalize the inventory space and grow organically, improve the quality of Taizhou city. It is a project for people's well-being that the public expects and the people wants!

 How to create a new future-oriented urban center based on Taizhou culture at Jiaojiang River South Bank? We invite designers with global vision and rich experience in regeneration to come up with creative and practical planning proposals!

01 Competition Name

Jiaojiang River South Bank, Jiaojiang District, Taizhou City, Zhejiang Province, China

03 Project Background

Jiaojiang River South Bank is located at the inlet of the Jiaojiang River, the mother river of Taizhou, to the sea, opposite to the north bank, and is one of the key development blocks of Taizhou.

The site is located in the area where Fenghuang Mountain, Feng Mountain, Taihe Mountain and other natural resources; Jiazhi Street, Haimen fortress and other human resources gathered. It is a valuable inventory of urban space in Jiaojiang District. With the development of the times, Jiaojiang River South Bank needs to be renewed, it needs to change from "rust belt" to "show belt". With the "original memories" and "vitality of the times ",it will be the south bank shared by both the “aborigines” and “new citizens”!

We will take this international competition as an opportunity to invite global planning and design institutions to participate in the renewal and upgrading of Jiaojiang River South Bank, help shape and leap up the image of Taizhou!

04 Design Contents

The competition includes two sections: 1) Jiaojiang River South Bank Regional Conceptual Planning; 2) Detailed Urban Design of The Core Area.

Jiaojiang River South Bank Regional Conceptual Planning

Scope: West to Taizhou Avenue and Central Avenue, east to Shugang Avenue, south to Yunxi Road and Fengnan Road, north to Jiaojiang River, with a total area of about 12.28 square kilometers. (See Figure 2).

Requirements: The participating units should conduct a systematic study based on the urban pattern of Taizhou, draw on international advanced city management concepts, undertake the memory of the old city, and put forward creative and practical planning solutions in terms of development concept, functional layout, industrial organization, public space, transportation system, spatial form, organic renewal, etc, so as to provide suggestions for the development and implementation of Jiaojiang River South Bank.

Detailed Urban Design of The Core Area

Scope: West to Taizhou Avenue and Central Avenue, east to Shugang Avenue, south to West Gongren Road, Yunxi Road, Jiangbin Road and Waisha Road, and north to Jiaojiang River, with a total area of about 5.74 square kilometers. (See Figure 2).

Requirements: Undertake the concept of conceptual planning, carry out detailed urban design for the core areas of the recent key implementation, develop functional business planning, spatial scheme design, characteristic scene creation, planning and implementation guidelines and underground space system, etc. Clarify the renewal development mode, and articulate renewal actions and key projects. Shape a modern, innovative and new cover of the city riverfront for the people of Taizhou.

05 Competition Schedule

06 Prizes

Formal scheme proposal and competition review phase

The total award amount is 9.3 million RMB (incl.GST) for 5 shortlisted candidates:

First Prize (1): award RMB 3,000,000 (incl.GST)

Second Prize (1): award RMB 2,400,000 (incl.GST)

Third Prize (1): award RMB 1,500,000 (incl.GST)

Finalists (2): each award RMB 1,200,000 (incl.GST)

Scheme deepening

In principle, candidates that won the first prize will be responsible for the scheme

deepening stage. Shall optimize and develop the scheme according to the opinions of

the jury committee and the organizer, absorb the advantages of other schemes, to form

an integrated and original design scheme.

The design fee for scheme deepening stage：RMB 6,000,000 (incl.GST)

07 Organization

Host: Jiaojiang District People’s Government, Taizhou Natural Resources and Planning Bureau.

Organizer：Taizhou Natural Resources and Planning Bureau, Jiaojiang Branch；Taizhou Jiaojiang Urban Development Investment Group co.Ltd.

Co-organizer: One-tenth Art Company.

08 Competition Qualification

1.     Participating units shall be either enterprises of institutions with independent legal entities registered in China or abroad.

2.     The consortium shall be accepted for participation with member numbers do not exceed three. No consortium members shall have the right to participate in the competition again alone or with another consortium by another name. The consortium members shall be requested to sign a Consortium Agreement with the force of law whilst specifying the leading entity and individual labor division.

3.     If the participating unit(including consortium) is a foreign organization, it shall have a legally relevant business scope(architecture) in its country or region.

4.     No individual or individually combined group will be accepted for the sign-up.

5.     All submissions for this competition must be the original works of the participant or the consortium.

09 Registration

Formal registration will start in late March 2023. Design agencies may scan the code to submit the pre-registration information and stay tuned for subsequent communication release.
