Competition Background
Zhengzhou Airport Economy Zone became the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council in March 2013, as well as a pilot zone for the Zhengzhou-Luxembourg "Air Silk Road". To improve the city functions of the 21 urban functional areas of Zhengzhou Airport Economy Zone, realize the development goal of a "modernized, internationalized, world-class logistics hub" and "Central Plains Special Zone", and accelerate the construction of Zhengzhou Airport Economy Zone, the Host intends to build a large comprehensive international cultural communication center integrating conference, exhibition, hotel, banquet, and office in the periphery of the garden expo park based on the Jianguo Hotel. The project should meet the demand for holding high-profile, comprehensive international-level conferences, and provide related accommodation, catering, and other service functions.
Competition Scope
The design area is located around the Garden Expo Park in Zhengzhou Airport Economy Zone and is bordered by the Garden Expo Park to the north. The total land area is about 32350.747 square meters; the total floor area is about 64701.494 square meters, the floor area ratio is less than 2.0, the building density is less than 40%, and the overall building height is controlled below 36 meters.
The competition is for the conceptual design of the first phase of the conference center building. The above-ground construction area of the first phase is about 15,000 square meters and covers an area of about 14,921.040 square meters. The land reserved for the second phase is 17,429.707 square meters. The scope of land use is detailed in the following diagram.
Competition Method
The competition adopts the method of "open call".
The competition is divided into Pre-qualification Stage and Scheme Design and Review Stage.
(1)Pre-qualification Stage: The Host will publicly announce the competition for domestic and international design agencies, which will submit the corresponding registration materials and concept proposals, and the Host will select 12 finalists to take part in the Scheme Design and Review Stage.
(2)Scheme Design and Review Stage: After the 12 shortlisted design agencies sign the Participation Confirmation Letter and the Confidentiality Agreement, the Host will organize the shortlisted design agencies to conduct the site visit and Q&A and provide the design brief and design basic information for the project design stage. After the shortlisted design agencies submit the required deliverables within the specified time, the Host will organize the Scheme Design Review Meeting to select one top winner and rank the other winners among the shortlisted design programs.
Registration Requirements
There are no qualification requirements for this international competition, and both domestic and foreign design agencies can apply for the competition. But individuals or combinations of individuals will not be accepted.
Awards
Design agencies (Consortium) that meet the design requirements upon review by experts will receive the followings according to their ranking:
The First Prize (1 winner): RMB 2,600,000 (tax inclusive).
The Second Prize (1 winner): RMB 1,500,000 (tax inclusive).
The Third Prize (1 winner): RMB 1,200,000 (tax inclusive).
The Fourth to Sixth Prizes (3 winners): RMB 800,000 each (tax inclusive).
Other outstanding finalists (6 winners): RMB 500,000 each (tax inclusive).
If the first submitted proposal is determined to be the implementation plan, in addition to the competition bonus, the design agency will sign a proposal design contract, and the final design fee will be calculated according to the Engineering Survey and Design Fees 2002.

About Zhengzhou Airport Economy Zone
On March 7, 2013, the State Council approved the development plan of Zhengzhou Airport Economy Zone, which is the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council. Henan provincial government identified Zhengzhou Airport Economy Zone as the "Air Silk Road" pilot area, which is required to build a "modernized, internationalized, world-class logistics hub", a "core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area", and an institutional open "Central Plains Special Zone". The actual area under the jurisdiction of the region is currently 747.8 square kilometers, with a population of over 1 million people, a built-up area of 110 square kilometers, and an infrastructure coverage of over 220 square kilometers. Zhengzhou Airport Station of high-speed railway has been opened, and the Zhengzhou Airport Economy Zone has officially entered the era of "airport + high-speed railway" double hub. The international land port and Zhengzhou water port are also under planning and construction, which will form the "air-rail-land-water" four-port linkage development pattern in the future and further strengthen the advantages of the comprehensive transportation hub.
