Competition Brief

1. Title:
Creating a Cultural Depot from an Oil Tank Depot
International Competition for Rehabilitating Mapo Oil Depot into a Cultural Depot Park

2. Background of Competition
The Mapo Oil Depot is valuable industrial legacy of Seoul but has been forgotten for quite some time since its own purpose was terminated. In an era of economic growth in Korea, a fresh approach is needed regarding this industrial legacy, which, ironically can survive in having been forgotten. Deviating from conventional attitude, demolishing the old city and constructing the new, it is time to try to keep the memory and history of this old structure and to revive its uniqueness. As an attempt to get back not only the old structure but also the territory having been closed for decades to the people of Seoul, this project will be a meaningful beginning. We expect proposals that recover the existing facilities and territory, not only grant a series of programs onto the old structure. In this sense, we hope that the International Competition for Culture Depot Park by Rehabilitating Mapo Oil Depot can show the direction to where architecture in Seoul should go.

This competition is an open international competition for all licensed architects.

5. Project Outline
•    Client: Seoul Metropolitan Government
•    Location: San 54, Seongsan-dong, Mapo-gu, Seoul, Korea
•    Site area: 101,510m2
•    Building area: within 5,400m2
•    Estimated Construction Cost: KRW 28.2 billion (including expenses, VAT)
•    Estimated Design Fee: KRW 1.59 billion (including civil engineering, landscape design)
•    Duration of design: Approx. 11 months after the design contract

Korean and English

7.     Eligibility
•    Architect should be a licensed architect according to the Architect Laws of the Republic of Korea.  Architect should be registered as a representative of his/her architectural firm and shall have no reasons for disqualification according to Article 9 of the Architect Laws of the Republic of Korea. (Firms can jointly apply to the competition. According to Article 23 Section 3 of the Architect Laws. Foreign architects can apply to the competition through a joint agreement with an architect licensed in Korea. The architect licensed in Korea must be the representative of the team.)
•    During the competition period, from registration to submission, entrants subject to administrative measures including but not limited to the revocation of registrations, business closure, and suspensions shall be disqualified from this competition.
•    In the case of the joint application, all entrants must meet the requirements as stated above, and members of the team must appoint a representative firm. (In the case of the joint application, numbers of the firm cannot exceed (2) two.)
•    If the winner of the competition does not hold the applicable licenses for Electrical engineering, Civil engineering, Landscaping, and Fire Protection Engineering, the winner can co-contract with firms holding the necessary licenses. In this case, the registered architectural firm must be the representative firm.
